This draft working paper presents the findings and lessons from research spanning two years and six countries on the interaction between poverty, access rights, and environment.

We are posting it here in the hopes of having some public commentary which might shape a final draft. In the spirit of transparency and openness, we invite any and all to respond to all or part of the paper.
