Institutional Pressure in R.of Macedonia

NGO Florozon and Access Initiative-Macedonia with collaboration of other non-governmental organizations in Republic of Macedonia, working on field of environment, decided to implement a campaign for making an institutional pressure about Euro- integrative way of the country. Namely , last year EU Commission report gave a very bad critic and negative assessment about the progress of our country in term of preparation for European Union membership, especially in Chapter 4.27 that is related to protection of environment. That’s why we decided to make a pressure to authority institutions. By sending a couple of very important questions to should be answered by resposible authorities who are competitive to give complete and professional answers . The questions were sent to following persons: Mr. Ervan Fuere – Chief of EU Delegation in R.Macedonia  How and what will you indicate and report to your supervisors-those who are expecting the answers of the questions listed below for Republic of Macedonia??? Мr. Vasko Naumovski- Vice President of the Government of Republic of Macedonia, responsible for Secretariat for European questions and the process for R.Macedonia accessing in European Union.  What are you going to report to yours, and also to ours “assessors” in Brussels about the questions listed below? Mr. Nedzati Jakupi – Minister for Environment and physical planning- the most responsible for EU- integration processes in R.Macedonia related to realization of Chapter 4.27.  How many of the notes from Chapter 4.27 from the last report about the questions listed below, did you manage to complete and in wich way? Mrs. Radmila Sekerinska Jankovska- The president of National Council for EU integrations in Assembly of R.Macedonia, responsible for EU-integration processes for accessing in European Union, especially by the Chapter 4.27.
 What are you going to refer to yours, and also to ours “assessors” in Brussels about the questions listed below? Our questions are: 1. How long the term “good progress’ will be put before the part that refers to legislation, and in any other segments about this chapter will be the words “certain” or ‘small”? 2. Why even in the part where we are most successful, actually in the part of writing the laws, there are still shortcomings? 3. When the institutions charged for following the air quality will enable information’s to citizens about what they breathe, so for they can collect that information’s and collaborate between them self? 4. How long it will take to start real concrete, practical and strong activities for Republic of Macedonia to get a real waste management, instead every day spending money so for we became more contaminated, to earn money and also clean the environment? 5. How the problem with “scattered “ management with waters will be solved ,about witch European Commission had noticed that to many institutions are involved and they are having problems with coordination between them self’s? 6. When can we get a National Strategy and Action Plan for protection of environment? 7. How much are we endangered from failures in industry having in mind that inspectors for integrated prevention and control over pollution are not trained, and they are delays about licensing in this area? 8. What progress was achieved about chemicals because last year was assessed that activities about this issues are in early phase? 9. Since it founding until today, what has National Commission for management genetically modified organisms (GMO) and Scientific Committee for GMO done? 10. How the plan for measuring the noise in Skopje will be implemented, and when the units responsible for registration and punishing of those who are breaking this rules, will start functioning ? 11. Are there any concrete positive results from plan implementation with who the biggest problem needs to be solved when the issue is about protection of environment, and that is building the strong administrative capacity that is going to be necessary on the central and also on local level to be able to conduct all the legal and secondary acts from this area?
